Ten Strategies

To achieve the two mid-21st century goals, Henan will implement 10 strategies and foster opportunities to break a new horizon by carrying out a raft of pioneering and symbolic reform measures. The 10 strategies are the priorities leading to Henan's modernization.

Strategy for driving development with innovation and strengthening the province with science, education, and workforce development. Prioritizing innovation in provincial development and modernization, Henan will strengthen the innovation platforms, enlarge the group of innovators, pool innovative talent, and improve relevant systems and conditions in an endeavor to build a national highland of innovation.

Strategy for strength recreation. Making the best of its geographical location in central China, its strong industrial foundation, and large demand from a large population, Henan is working to develop an economic hub, a modern industrial system, and coordinated industrial and supply chains, so as to forge new drives for high-quality development.

Digital transformation strategy. Leveraging the leading and empowering role of digital technologies, Henan is moving faster to develop a new-type infrastructure system that is sound, efficient, practical, intelligent, green, and safe, stimulate the core digital economy industries, and push forward digitalization of traditional industries to enhance its capability of digital governance across the board.

Strategy for leading in new tracks. Henan will upgrade its traditional industries by applying advanced technologies, seize the critical opportunity to gain an edge in emerging industries, and make forward-looking plans for industries of the future to enhance its overall industrial competitiveness.

Strategy for integrating recreational tourism with cultural creativity. Henan will develop distinctive recreational tourism, scale up the cultural industry with creativity at the core, and create a center for the preservation and innovation of the Chinese culture and an international destination of cultural tourism.

Strategy for people-centered new urbanization. Aiming at all-round social progress and human development, Henan has developed a science-based territorial space plan which promotes high-quality integrated development of city clusters and the formation of a well-conceived development pattern, in order to build healthy, safe and livable cities where people can enjoy better lives.

Rural revitalization strategy. Henan will continue to promote its grain production and increase its agricultural benefits and competitiveness and farmers' income by integrating the industrial, value and supply chains. It has launched a campaign to build a beautiful countryside and is taking bigger steps to build a strong modern agriculture.

Strategy for green and low-carbon transformation. Guided by China's goal of carbon peaking and carbon neutrality, Henan will promote green production, green technologies, green life, and green systems in parallel, provide greater green energy security, and establish a sound green, low-carbon circular economy.

Strategy for institutional opening up. Henan will align its own rules with international trade and investment rules and put in place a stable, transparent, and predictable system of policies and institutions to develop a higher- standard open economy.

Strategy for comprehensive reform. Henan will give full play to reform as the key element in forming a new development dynamic and deepen the reform comprehensively to make sure that relevant measures are well aligned and effectively coordinated.

“十大戰(zhàn)略”

2021年10月，中共河南省第十一次黨代會明確提出，錨定“兩個確?！?，必須全面實施“十大戰(zhàn)略”，通過實施一大批變革性、牽引性、標(biāo)志性舉措來育先機(jī)、開新局。“十大戰(zhàn)略”是河南省實現(xiàn)“兩個確?！蹦繕?biāo)的戰(zhàn)略方向、戰(zhàn)略重點和戰(zhàn)略路徑。

實施創(chuàng)新驅(qū)動、科教興省、人才強省戰(zhàn)略。把創(chuàng)新擺在發(fā)展的邏輯起點、現(xiàn)代化建設(shè)的核心位置，做強創(chuàng)新平臺，壯大創(chuàng)新主體，集聚創(chuàng)新人才，完善創(chuàng)新制度，優(yōu)化創(chuàng)新生態(tài)，建設(shè)國家創(chuàng)新高地。

實施優(yōu)勢再造戰(zhàn)略。推動交通區(qū)位優(yōu)勢向樞紐經(jīng)濟(jì)優(yōu)勢、產(chǎn)業(yè)基礎(chǔ)優(yōu)勢向現(xiàn)代產(chǎn)業(yè)體系優(yōu)勢、內(nèi)需規(guī)模優(yōu)勢向產(chǎn)業(yè)鏈供應(yīng)鏈協(xié)同優(yōu)勢轉(zhuǎn)變，形成高質(zhì)量發(fā)展新動能。

實施數(shù)字化轉(zhuǎn)型戰(zhàn)略。突出數(shù)字化引領(lǐng)、撬動、賦能作用，加快構(gòu)建系統(tǒng)完備、高效實用、智能綠色、安全可靠的新型基礎(chǔ)設(shè)施體系，壯大數(shù)字核心產(chǎn)業(yè)，推進(jìn)傳統(tǒng)產(chǎn)業(yè)數(shù)字化改造，全面提升數(shù)治能力。

實施換道領(lǐng)跑戰(zhàn)略。在傳統(tǒng)產(chǎn)業(yè)上高位嫁接，在新興產(chǎn)業(yè)上搶灘占先，在未來產(chǎn)業(yè)上前瞻布局，全面提升產(chǎn)業(yè)競爭力。

實施文旅文創(chuàng)融合戰(zhàn)略。發(fā)展富有特色的全鏈條文旅業(yè)態(tài)，壯大以創(chuàng)意為內(nèi)核的文化產(chǎn)業(yè)，打造中華文化傳承創(chuàng)新中心、世界文化旅游勝地。

實施以人為核心的新型城鎮(zhèn)化戰(zhàn)略。堅持從社會全面進(jìn)步和人的全面發(fā)展出發(fā)，科學(xué)編制國土空間規(guī)劃，推動中原城市群一體化高質(zhì)量發(fā)展，加快構(gòu)建主副引領(lǐng)、四區(qū)協(xié)同、多點支撐的發(fā)展格局，使城市更健康、更安全、更宜居，打造高品質(zhì)生活空間。

實施鄉(xiāng)村振興戰(zhàn)略。毫不放松抓好糧食生產(chǎn)，以產(chǎn)業(yè)鏈、價值鏈、供應(yīng)鏈“三鏈同構(gòu)”提升農(nóng)業(yè)效益和競爭力、促進(jìn)農(nóng)民增收，以實施鄉(xiāng)村建設(shè)行動為抓手建設(shè)美麗鄉(xiāng)村，加快建設(shè)現(xiàn)代農(nóng)業(yè)強省。

實施綠色低碳轉(zhuǎn)型戰(zhàn)略。以推進(jìn)碳達(dá)峰碳中和為牽引，堅持綠色生產(chǎn)、綠色技術(shù)、綠色生活、綠色制度一體推進(jìn)，全面提升能源安全綠色保障水平，建立健全綠色低碳循環(huán)發(fā)展的經(jīng)濟(jì)體系。

實施制度型開放戰(zhàn)略。對標(biāo)對接國際貿(mào)易和投資通行規(guī)則，構(gòu)建穩(wěn)定透明可預(yù)期的開放政策制度體系，提高開放型經(jīng)濟(jì)發(fā)展水平。

實施全面深化改革戰(zhàn)略。發(fā)揮改革服務(wù)構(gòu)建新發(fā)展格局的關(guān)鍵作用，在全面上做文章、深化上下功夫，實現(xiàn)改革舉措有機(jī)銜接、有效貫通、有序聯(lián)動。
