Governing the Military in Accordance with Law

Measures to strengthen law-based governance over the military include, inter alia, development of military laws, law enforcement, implementation of the military justice system, and legal awareness training. These measures are implemented to support the Party's goal of building a strong military in the new era, with a view to strengthening the military's political ethics, modernization initiatives, and organizational structure. They contribute to ensuring the Party's absolute leadership over the military and the development of the military's combat capabilities. Implementation of these measures relies on all service members. Compliance with laws and regulations is enhanced through appropriate enforcement mechanisms. Promotion of the rule of law within the military goes in tandem with political ethics education, theoretical development and practices applicable to a military context to put in place an updated military legal system with Chinese features and strengthen the military's law-based fabric.

軍隊法治建設(shè)，主要包括軍事立法、軍事執(zhí)法、軍事司法、軍事守法普法等各領(lǐng)域的建設(shè)活動，涉及軍隊建設(shè)發(fā)展方方面面。深入推進(jìn)新時代軍隊法治建設(shè)，必須緊緊圍繞黨在新時代的強(qiáng)軍目標(biāo)，著眼全面加強(qiáng)革命化現(xiàn)代化正規(guī)化建設(shè)，堅持黨對人民軍隊的絕對領(lǐng)導(dǎo)，堅持戰(zhàn)斗力標(biāo)準(zhǔn)，堅持官兵主體地位，堅持依法和從嚴(yán)相統(tǒng)一，堅持法治建設(shè)和思想政治建設(shè)相結(jié)合，創(chuàng)新發(fā)展依法治軍理論和實踐，構(gòu)建完善的中國特色軍事法治體系，提高國防和軍隊建設(shè)法治化水平。
