Promoting Global Governance Reform

At a meeting marking the 60th anniversary of the “Five Principles of Peaceful Coexistence” on June 28, 2014, Xi Jinping highlighted the need to reform global governance in response to new changes in international power dynamics. As we face a wider array of global challenges, it is ever more necessary to enhance and reform global governance.

The governance structure should be jointly built by all countries for the benefit of all, rather than dominated by any one country. Global consultation is necessary to decide how to improve this structure.

China participates in and contributes to the existing international order, promotes international cooperation and multilateralism, and actively participates in multilateral initiatives. Naturally it should participate in the reform and improvement of global governance. China champions democracy in international relations. It holds that countries, irrespective of their size, strength and level of development, are all equal members of the international community, and it supports the United Nations to play an active role.

Based on its prevailing national conditions as a developing country, China will seek the right balance between rights and obligations, and protect its own national interests in conjunction with the shared interests of other developing countries. We will pursue an open, transparent and inclusive process to strengthen consultation and coordination with other G20 members, to make the G20 framework more responsive and more relevant, and to ensure its successful transition from a crisis management mechanism to a major platform for global economic governance. China holds that developing countries should increase their representation and raise their voices in international affairs. It will continue to play the role as a big responsible country, and it will cultivate the positive ways of conduct and philosophy of governance in the Chinese culture to benefit today’s global governance.

全球治理觀

2014年6月28日，習(xí)近平在和平共處五項(xiàng)原則發(fā)表60周年紀(jì)念大會(huì)上的講話中提出，適應(yīng)國(guó)際力量對(duì)比新變化，推進(jìn)全球治理體系改革。隨著全球性挑戰(zhàn)增多，加強(qiáng)全球治理、推進(jìn)全球治理體制變革已是大勢(shì)所趨。全球治理體系是由全球共建共享的，不可能由哪一個(gè)國(guó)家獨(dú)自掌握，全球治理結(jié)構(gòu)如何完善應(yīng)該由各國(guó)共同來(lái)決定。中國(guó)是現(xiàn)行國(guó)際體系的參與者、建設(shè)者、貢獻(xiàn)者，是國(guó)際合作的倡導(dǎo)者和國(guó)際多邊主義的積極參與者，理應(yīng)參與全球治理體系改革和建設(shè)。中國(guó)將秉持共商共建共享的全球治理觀，倡導(dǎo)國(guó)際關(guān)系民主化，堅(jiān)持國(guó)家不分大小、強(qiáng)弱、貧富一律平等，支持聯(lián)合國(guó)發(fā)揮積極作用。堅(jiān)持從國(guó)情出發(fā)，堅(jiān)持權(quán)利和義務(wù)相平衡，堅(jiān)持發(fā)展中國(guó)家定位，把維護(hù)中國(guó)利益同維護(hù)廣大發(fā)展中國(guó)家共同利益結(jié)合起來(lái)，支持?jǐn)U大發(fā)展中國(guó)家在國(guó)際事務(wù)中的代表性和發(fā)言權(quán)。繼續(xù)發(fā)揮負(fù)責(zé)任大國(guó)作用，發(fā)掘中華文化中積極的處世之道和治理理念同當(dāng)今時(shí)代的共鳴點(diǎn)，推動(dòng)全球治理理念創(chuàng)新發(fā)展，為完善全球治理不斷貢獻(xiàn)中國(guó)智慧、中國(guó)力量。
